CITY OF NEZPERCE, IDAHO
REGULAR MEETING
March 14, 2022
MINUTES OF THE REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON March 14, 2022.
PLACE: Training Room, Nezperce City Hall, 606 Maple Street.
THE MEETING WAS CALLED TO ORDER BY MAYOR BATEMAN AT 5:30P.M.
PRESENT were Councilmembers Steve Bateman, James Zenner, Mike Jensen, Tyler Nelson, and Kimberly Ingram (who entered the meeting at 6:05PM); Maintenance Supervisor Craig Cardwell and Clerk-Treasurer Rhonda Schmidt. Office Assistant Kim Johnson and Fire Chief Dave Kuther were absent. Guest present was Dan Johnson.
Pledge of Allegiance: The pledge was led by Mayor Bateman.
PUBLIC COMMENT
No members of the public in attendance wanted to make comment.
MINUTES of the previous meeting of 2/14/22 were approved as emailed upon a motion by
Cm. Jensen was seconded by Cm. Zenner, motion carried.
TREASURER’S REPORT AND MONTHLY BILLS:
The Clerk’s Monthly Treasurer’s Report dated March 14, 2022 was examined and approved, showing the following:
Funds on Hand $764,192.22
All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. Zenner and seconded by Cm. Jensen in the total of $47,214.36 check numbers 16312 through 16365. Receipts since the last meeting were shown as $35,747.36. Checks and stub approvals were signed appropriately by all parties as well all signed the Payment Approval Report for March.
BUSINESS TO BE CONDUCTED
1. Land App – Property Acquisition Update: Engineer Amy Uptmor provided an email that covered the progress over the last month. Amy has been working with attorney Wright to draw a Purchase and Sale agreement. Meanwhile the parcel must be divided and split to remove the gun club and approximately 16 acres of homestead property Ron Payne wants to keep. Wright needs some information from the lending institution to move forward with drafting documents. RD has yet to be informed of how much congress and the legislature will put in the infrastructure bill. So, we do not know how much we will receive from either RD or DEQ yet. We submitted a Letter of Interest to DEQ in January. Next steps are: finalize the land acquisition, continue to pursue funding, schedule and start the design of the project.
2. Senior Center Update: Sheet rocking has begun at the center. Cardwell spoke with the project manager about installing a water shut off to the bathroom upstairs and he hasn’t done it but guaranteed it will get done.
3. Audit 2020-2021: Clerk Schmidt reported that she still hasn’t received the audit from last year and hasn’t heard much from the auditor. She will make a few calls and see if she can get a few quotes from other firms for the next audit.
4. Nuisance Letters: Just to note that there has been no evidence of any cleanup at 202 5th Avenue the Arnie Gerhke residence. It was decided to have the sheriff site him for failure to clean up as directed by the letter.
5. Willow Street Development: Following discussion the council authorized Maintenance Cardwell to purchase the pipe needed to install a water line and a sewer line plus purchase 2 manholes and 2 fire hydrants for the Willow Street Development plus what is needed for the house going up on Birch Street.
6. 310 Willow – Neighbors Service Line Issue: Maintenance Cardwell informed the council that the new owner had a survey of his property completed. Cardwell described where all the different service lines run across the owner’s property. These lines were run to city water and sewer services as the city didn’t extend its services. Following discussion, it was decided that the city will extend their service lines to be reachable for the residents affected and then we will meet with the residents to discuss the modification of their service lines. This council was not responsible for the decision made by a previous council but wants to correct this situation agreeing that city services should be extended. It was decided that Maintenance Cardwell will purchase the needed pipe for this project and when we hire a contractor for the Willow Street Development, we will extend the city services down 4th Avenue and install a sewer line in Fir Street.
7. Proclamation for Senior Center: March is the 50th Anniversary of the Senior Nutrition Program so the council approved a proclamation to support the program.
8. Proclamation for IAEY: Week of the Young Child is April 2-8, 2022 and the council approved the proclamation.
9. Proclamation for Arbor Day 2022: The Arbor Day Proclamation was signed announcing that April 28th will be Arbor Day in Nezperce.
DEPARTMENTAL REPORTS
Water: Cardwell reported that the well control repair is scheduled for March 23rd.
Streets: With spring in the near future maintenance will be grading, sweeping and filling potholes.
Parks: Maintenance will be taking down the Christmas lights in the parks and leveling the ground where the water leak was in the RV Park.
Sewer: The ponds came up over a foot and maintenance did some repair to the area around the weir.
EMS Building: Maintenance has been completing some work on the dirty side over the last month and will need to finish sheet rocking in the turn-out room. Cardwell found that the vent pipe on the building was sheared off by a snow dam and will need to get it repaired.
2. Clerk
Building Inspector: Clerk Schmidt was happy to inform the council that the new building inspector Kile Allen will be on board soon with the city as an outside contractor as he has attained professional liability coverage. Schmidt will send him the contract and a list of open permits that need inspections and/or finals.
8th Avenue: Clerk Schmidt visited with the assessor regarding 8th Avenue as it shows on the plat map that the city has 35 feet or so. Assessor Brian was going to do a little research and verify that the city does indeed have that right-of way. NOTE: No one has called to inform the city of anything different.
Trombetta Property Sale: Clerk Schmidt spoke with the realtor who confirmed that she has a buyer for the property. They have been working to get clear title to sell it.
Arbor Day: Schmidt is scheduling Arbor Day for the 28th of April and will put together a project or two to complete.
Blue Cross Grant: The grant was completed and submitted but no word on any award yet. Cm. Kim Ingram did an excellent job putting it together. The community has been very supportive of the idea of new bathrooms and upgrading the Tennis Court Park. Several citizens have called and offered to help plan and volunteered to help build new bathrooms. Several business and organizations have written letters of support of the project as well.
3. Fire Department – No Report.
