CITY OF NEZPERCE, IDAHO
PUBLIC HEARING AND
REGULAR MEETING
April 10, 2018
 

MINUTES OF THE PUBLIC HEARING FOLLOWED BY A REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON April 10, 2018. 

PLACE:  Nezperce City Hall, 502 5th Ave.

I.  THE MEETING WAS CALLED TO ORDER BY MAYOR STEVE A. BATEMAN AT 5:35 P.M.

II. Pledge of Allegiance:  The pledge was led by Mayor Bateman.

III. PRESENT were Councilmembers Steve Bateman, James Zenner, Tyler Nelson, Mike Jensen (who entered the meeting at 6:05PM), Maintenance Supervisor Craig Cardwell and Clerk-Treasurer Rhonda Schmidt.  Michelle Lyons was absent. Guest in attendance was Vickie Gifford who entered the meeting prior to the public hearing and didn’t stay for the hearing.

IV.    AMENDMENT TO AGENDA: Mayor Bateman asked for a motion to amend the agenda to include roadside cleanup, a question on downtown plantings and Vicki Gifford to the agenda plus to move the public hearing down on the agenda as there is not a quorum at the moment. Cm. Zenner made the motion, seconded by Cm. Nelson, motion carried.

V.  
PUBLIC HEARING – BUDGET AMENDMENT ORDINANCE No. 2018-2. No members of the public were in attendance for the public hearing. Mayor Bateman read aloud the budget amendment ordinance and called for a Motion to Suspend the Rules:  Cm. Zenner made a motion, seconded by Cm. Nelson; to suspend the rules, with the following roll call vote:

Councilman Lyons                             Absent.

Upon a motion by Cm. Zenner, seconded by Cm. Nelson to adopt Ordinance No. 2018-2 as presented with the following roll call vote:

Councilman Jensen                             Aye,
Councilman Zenner                            Aye,
Councilman Nelson                            Aye,
Councilman Lyons                             Absent.

VI.       MINUTES of the previous meetings of 03/6/18 were approved as emailed upon a motion by Cm. Nelson, motion was seconded by Cm. Zenner, motion carried.

VII.   TREASURER’S REPORT AND MONTHLY BILLS:

The Clerk’s Monthly Treasurer’s Report dated April 10, 2018 was examined and approved, showing the following:

Funds on Hand                     $340,113.64 

All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. Nelson and seconded by Cm. Jensen in the total of $67,435.01 check numbers 13930 through 13985. Receipts since the last meeting were shown as $137,379.66. The checks and stub approvals were signed appropriately by all parties as well as the Payment Approval Report for April.

VIII.  BUSINESS TO BE CONDUCTED


A.   
Lewis County Treasurer Candidate: Vicki Gifford was present to introduce herself to the council as she is running for Treasurer. She currently works in the auditor’s office and “loves working with numbers because numbers don’t lie.”  She has 10 years’ experience from working at US Bank and 4 years at the county working with the big numbers.

B.   
Comprehensive Team Survey Idea: The planning team would like to do a survey asking just 4 questions and have the survey go out with the water bills. We want to have the council review the survey prior to mailing it out. The next group meeting will be on April 20, 2018 in the Nezperce Community Room.

C.   
Arbor Day Update and Proclamation: Clerk Schmidt will be at a tax commission budget training on May 9th so Arbor Day will be celebrated on May 10th. We will be cleaning up the Clock Park on Oak Street with lunch to follow in Memorial Park.

D.   
Seeds Inc. Construction Update:  Contractor has broken ground; Cardwell will talk with the contractor as the ground he is moving is flirting with the city sewer line. As soon as the clerk can verify that the property is owned by Seeds, she will send the building permit to the state for a plan check. The building will be within the city blocks so no longer anticipating the need for easement paperwork.

E.   
Sewer Feasibility Study Update: News was received that Nezperce will receive $65,000 from DEQ toward the study; RD Apply was submitted but we have not yet heard anything from them yet.

F.    
Budget Hearing Date: The council decided to set the 2018-2019 Budget Hearing date on August 27th at 6:30PM which prompted a meeting start time change. Cm. Jensen proposed that we move our start time for meetings back an hour and made a motion to that fact, motion was duly seconded and motion carried. Clerk will pull the necessary paperwork.

G.  
Fire Station Update: Cardwell reported that Dave has been working at the station every weekend. The braille signage has been put up. We have received 3 bids for the tile floor and since the bathroom has rubber molding we need to do something else to that floor. Cm. Nelson suggested that we stain the concrete. Maintenance has been working on the council room floor and we are awaiting stain for the baseboards. John Lynn with RD called and is going to get us some money for the asphalt so Cardwell contacted Herco about getting a bid for the parking lot which leads to a couple questions regarding Davis Bacon wages, pavement, landscaping and catch basins. No final decisions were made.

H.   
Recycling Update: No one wants our plastic because it is too dirty so we replaced the plastic bins with tin and paper. Cardwell reported that our cardboard is too dirty for the business in south Idaho so we need to work on the compactor idea. 

I.     
Roadside Cleanup: The council agreed to picking up trash on April 19th if the weather allows, but definitely to pick up before May 1. Cardwell will order bags from the state.

J.    
Plantings on Oak Street: We have a business owner who wants to plant trees in the rock strip to create shade and offer a place for customers to sit outside. Clerk Schmidt has already informed her that we can’t plant in the strip because of the conduit and storm drain system in place. Another option would be an above ground planter and Cardwell will speak with her. Following planter discussions, Cardwell will be looking for planters for Oak Street.

IX.       DEPARTMENTAL REPORTS

            A.  Maintenance

Sewer: Unfortunately we had violations on the March DMR this last month. Cardwell anticipated it because of high flows and an algae bloom. At conference Cardwell learned of a new chemical that eliminates phosphorus; he will be checking on the cost for the chemical. Other sewer work this month included a fix at Bill Burton’s and Patty Epeldi’s this week.

Water: Meters were read in March and we have a few leaks that maintenance will be getting too. We found that some meters are reading wrong and Cardwell will get a rep out to help us get those corrected. Idaho Survey and Rating will be here on May 24th and there are several things needing to be done prior to that visit such as testing hydrants.

Streets: Maintenance has fixed a few potholes. There was a lot of discussion about people junking up right-of-ways with vehicles and campers. We have a few folks that need a reminder letter.

Animals: Discussion ensued regarding several issues we have had recently including a cow in a back yard. It was decided to get the sheriff’s office involved with these matters.

Food Bank: Discussed future ideas for the food bank to make things better. 

            B.  Clerk

Snail Trap: A new gun repair shop is opening soon and the owner asked about the council giving permission for him to use a snail trap for testing a firearm. He would shoot into the snail trap that contains the round and mums the sound of the discharge. Because it is illegal to shoot off a firearm in the city limits is why he is asking and he would only test fire during regular business hours. The council gave their approval.

            C.  Fire Department  - no report


X.        COUNCIL COMMENT


Daycare: There is a group looking for property for a daycare. They have a couple people to run it and don’t plan to license it.

Trucks on Pine: Cm. Zenner suggested we write a letter to CHS Primeland to get their tanker off Pine Street.
