                                                                                       CITY OF NEZPERCE, IDAHO
                                                                                             SPECIAL MEETING
                                                                                                August 28, 2017

MINUTES OF THE SPECIAL MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON August 28, 2017.  

PLACE:  Nezperce City Hall, 502 5th Ave. 

I.  THE MEETING WAS CALLED TO ORDER BY MAYOR BATEMAN AT 5:56 P.M. 

II. Pledge of Allegiance:  The pledge was led by Mayor Steve Bateman. 

III. PRESENT were Mayor Steve Bateman, Councilmen Jerry Elven, Mike Jensen and Jim Zenner, Tyler Nelson was absent. Maintenance Supervisor Craig Cardwell and Clerk Rhonda Schmidt.  Guests were Michelle Lyons and Jason Davis.

 

 

 

IV.       AMENDMENT TO AGENDA  

V.        PUBLIC HEARING
A.        Proposed Budget Hearing for Fiscal Year Ending 2018: No guests in attendance made any comment. 

VI.       BUSINESS TO BE CONDUCTED
A.        Review and approve FYE 2018 Budget Ordinance 2017-9: Following a brief discussion regarding the proposed Budget Ordinance, Mayor Bateman read the Appropriation Ordinance and called for a Motion to Suspend the Rules:  Cm. Jensen made a motion, seconded by Cm. Elven; to suspend the rules, with the following roll call vote: 

Councilman Jensen                             Aye,
Councilman Zenner                            Aye,
Councilman Elven                              Aye,
Councilman Nelson                            Absent. 

Upon a motion by Cm. Jensen, seconded by Cm. Elven to adopt Budget Ordinance 2017-9 as presented with the following roll call vote: 

Councilman Jensen                             Aye,
Councilman Zenner                            Aye,
Councilman Elven                              Aye,
Councilman Nelson                            Absent. 

B.        Fire Station Update: Tony Tenne from the Department of Commerce and grant administrator Kelly Dahlquist with CEDA were here to see the progress on the fire station today. The monthly construction progress meeting is scheduled for tomorrow the 29th at 10:30AM to go over everything including budget. The council is invited to attend. Progress is underway, windows are being installed and subcontractors for electrical and plumbing will be getting started. Things will progress quickly once the building is buttoned up. The newest change order gets rid of the snow strips, substituting the brows for the building. 

VII.     DEPARTMENTAL REPORTS
            A.        Maintenance
Water: Cardwell reported that the water meter at the fire station is installed and the sewer hook-up will be coming. Touch read meters installed at PHD and Kuther Air. 

Burger booth: Cardwell described his idea for permanent storage for the Lions Burger Booth beings that the Lion’s Club doesn’t have any place to put it when not in use. 

            B.        Clerk
Election Notices:
Petitions of candidacy are are due by Sept. 8, at 5PM. 

VIII.    COUNCIL COMMENT                                               

IX.       PUBLIC COMMENT

Lewis County Sheriff Jason Davis stopped by to inform the council that the Active 911 with an Alert system is up and running. The Active 911 gives the address, nature of the call and description of what is happening in the area then alerts go out to responders. Jason just couldn’t say enough good things about the system. Kamiah is up and going and we beat other cities in the area who are very jealous that Lewis County beat them to the punch. Davis informed the council that several old fleet cars have gone to auction. He plans to start rotating fleet cars.

X.        ADJOURNMENT 

Meeting adjourned at 6:30PM.

Fire Station Progress Meeting – Tuesday, August 29, 2017 at 10:30AM
September meeting will be on the 12th at 5:30PM
Clerks Conference – Sept. 20-22 in Boise 

The next city council meeting will be on Tuesday, September 12, 2016 at 5:30 PM at City Hall.
