                                                                                                    CITY OF NEZPERCE, IDAHO
                                                                                                         REGULAR MEETING
                                                                                                                July 11, 2017

MINUTES OF THE PUBLIC HEARING AND REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON July 11, 2017.  

PLACE:  Nezperce City Hall, 502 5th Ave. 

I.  THE MEETING WAS CALLED TO ORDER BY MAYOR BATEMAN AT 5:50 P.M.  

II. Pledge of Allegiance:  The pledge was led by Mayor Steve Bateman. 

III. PRESENT were Mayor Steve Bateman, Councilmen Jerry Elven, James Zenner, Tyler Nelson, Mike Jensen was absent, Fire Chief Dave Kuther, Maintenance Supervisor Craig Cardwell and Clerk-Treasurer Rhonda Schmidt.

 

IV.       AMENDMENT TO AGENDA 

V.        PUBLIC HEARING – Budget Amendment: No members of the public were present. 

VI.  MINUTES of the previous meetings of 6/13/17 were approved as emailed upon a motion by Cm. Zenner, motion was seconded by Cm. Elven, motion carried. 

VII.  TREASURER’S REPORT AND MONTHLY BILLS: 

The Clerk’s Monthly Treasurer’s Report dated July 11, 2017 was examined and approved, showing the following:           

Funds on Hand                     $267,518.30                                                                                   

All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. Nelson and seconded by Cm. Elven in the total of $123,856.86 check numbers 13514 through 13568. Receipts since the last meeting were shown as $105,169.82. The checks and stub approvals were signed appropriately by all parties as well as the Payment Approval Reports for July.

VIII. BUSINESS TO BE CONDUCTED

A.  Adopt Ordinance Amendment – Ordinance No. 2017-5: Mayor Bateman asked for a Motion to Suspend the Rules:  Cm. Zenner made a motion, seconded by Cm. Elven; to suspend the rules, with the following roll call vote:

Councilman Elven                              Aye,
Councilman Nelson                            Aye. 

Upon a motion by Cm. Zenner, seconded by Cm. Elven to adopt Ordinance 2017-5 as presented with the following roll call vote: 

Councilman Jensen                             Absent,
Councilman Zenner                            Aye,
Councilman Elven                              Aye,
Councilman Nelson                            Aye. 

B.  Airport Paving Project – Grant: Cm. Zenner moved to accept Resolution R2017-6 accepting the Grant offer from the State Aeronautics Department in the amount of $76, 500 with the city match of $25,500, motion was seconded Cm. Nelson, motion carried. Work will be completed within the month. 

C.  EPA Compliance Status: Engineer Amy Uptmor presented a power point on the past and current timeline of events regarding ongoing issues and violations with the EPA. Discussion ensued on several topics from pipe replacement to flow and effluent data as a way to mediate the I & I coming into the system. The next conference call with the EPA will be on July 20th to find out if the EPA will agree to the proposed project timeline presented them. This timeline will give us the time needed to begin planning a project and apply for assistance for a feasibility study. Another contract will be coming from JUB and we are paying the attorney as he has been corresponding with the EPA on the city’s behalf. 

D.  Rate Increases: On the heels of the EPA discussion the raising of fees was discussed. The city has not raised sewer fees since the bond in 2009 but knowing that a project is coming our way the fees need to be raised to meet the minimum rate suggested by agencies to be eligible to apply for grants. The city rate currently is $41.19 for a residence and we need to be at $45.00. Following discussion Cm. Nelson moved to raise all sewer fees by $4.00 for residential and commercial accounts. Motion was seconded by Cm. Elven, motion carried. There will be public hearing at the next council meeting in August. Clerk Schmidt will add the sanitation increase to the hearing for discussion as well.           

E.   Community Center/Library Repairs and Carpet: The Friends of the Library respectfully ask the city to help with covering the costs to have the library carpet cleaned. Clerk Schmidt had the community room cleaned last year but the Friends declined at that time. That carpet needed the cleaning last year. Cm. Zenner moved to pay half of the Friends costs or up to $300.00, Cm. Nelson seconded the motion. This month the city paid $2,400.00 for compressor repairs. 

F.   Fire Station Update: Chief Kuther informed the council that the projects looks to be on budget and is on track to be completed by October. 

G.  Hathaway Property Swap: The paperwork has been drawn for the exchange of 15 feet of city property east Joe Meiner’s apartment for the 15 feet of Hathaway property west of Meiner’s apartment. Clerk will get the hearing notice advertised for the August council meeting. 

IX.       DEPARTMENTAL REPORTS

            A.  Maintenance

Sewer: Cardwell reported that we are still discharging. He informed the council that the city needs to purchase an electric boat motor so that he can drag the back pond each year. The motor he has been using isn’t big enough to pull through all the sludge. Cardwell has Carpenter reading wastewater training manuals and will be getting him into some classes in the coming months. 

Water: Cardwell received the call that the DEQ will be in Nezperce to perform a Sanitary Survey on August 29th. The water meter for the fire station has arrived and maintenance will get the station hooked up and repair other meters around town after the airport project is completed. 

Parks:  The restrooms at the tennis court will be painted this month. Cardwell needs to get in touch with Kathy Camden regarding the flag pole for Memorial Park. 

            B.  Clerk

Ready Set Go: There is a PERSI training scheduled for August 1 in the community room from 1 to 5:30PM. This training will assist new to veteran employees. If anyone is interested please let Clerk Schmidt know so she can register you.  

            C.  Fire Department:

Fire trucks can be filled in the alley now. Kuther believed that the departments should have made over $2,000 on Prairie Day.
