                                                                                                                    REGULAR MEETING
                                                                                                                       February 14, 2017 

MINUTES OF THE REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON February 14, 2017.  

PLACE:  Nezperce City Hall, 502 5th Ave. 

I.  THE MEETING WAS CALLED TO ORDER BY MAYOR BATEMAN AT 5:31 P.M.  

II. Pledge of Allegiance:  The pledge was led by Mayor Steve Bateman. 

III. PRESENT were Mayor Steve Bateman, Councilmen Jerry Elven, Mike Jensen and Tyler Nelson, James Zenner, Fire Chief Dave Kuther, Maintenance Supervisor Craig Cardwell and Clerk Rhonda Schmidt.  Members of the public in attendance were: attorney Jessica Allen of Witherspoon Brajcich McPhee, Lewis County Sheriff Jason Davis, resident John Matheson and auditor Steve Clack of Goffinet & Clack.

 

 

 

IV.  MINUTES of the previous meetings of 1/10/17 were approved as emailed upon a motion by Cm. Nelson, motion was seconded by Cm. Elven, motion carried 

V.  TREASURER’S REPORT AND MONTHLY BILLS: 

The Clerk’s Monthly Treasurer’s Report dated February 14, 2017 was examined and approved, showing the following:           

Funds on Hand                     $289,080.97                                                                                   

All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. Zenner and seconded by Cm. Nelson in the total of $90,427.44 check numbers 13286 through 13331. Receipts since the last meeting were shown as $124,410.51. The checks and stub approvals were signed appropriately by all parties as well as the Payment Approval Reports for February.

VI. BUSINESS TO BE CONDUCTED

A.  Audit Report FYE 2016: Steve Clack of Goffinet & Clack informed the council that last year’s audit looks great. There are no recommendations for the coming year; he commented that Clerk Schmidt is doing a remarkable job. Cm. Zenner motion to approve the audit as presented; Cm. Jensen seconded the motion, motion carried. 

B.  Fire Station- Bond Ordinance 2017-3- Review and Approve: The ordinance authorizes the incurrence of indebtedness for the purpose of providing a portion of the cost of construction for the fire station bond of $250,000.00 from the USDA. Following questions for attorney Jessica Allen, Mayor Bateman asked for a Motion to Suspend the Rules:  Cm. Elven made a motion, seconded by Cm. Nelson; to suspend the rules, with the following roll call vote:

Councilman Elven                              Aye,
Councilman Nelson                            Aye. 

Upon a motion by Cm. Elven, seconded by Cm. Nelson to adopt Ordinance 2017-3 as presented with the following roll call vote: 

Councilman Jensen                            Aye,
Councilman Zenner                            Aye,
Councilman Elven                              Aye,
Councilman Nelson                            Aye. 

Leases- Review and Approve:  Following discussion of the two leases: one lease between the city and Ambulance and the second between the city and Rural Fire. Cm. Elven moved to approve and sign the leases as presented. Cm. Nelson seconded the motion, motion carried. 

C.  Quarterly Report: The first quarter report for FYE 2017 was reviewed by the council. No questions asked as it appears that funds are on track for the quarter. 

VII.     DEPARTMENTAL REPORTS

            A.  Maintenance

Sewer: Maintenance Cardwell reported that he stopped discharging due to a chlorine issue. He cannot get a residual result that is satisfactory and will be working to fix the problem, so instead of getting bad samples for the month, shutting the system down was the best idea. There is I & I coming into the system with recent snow melt. It will take the winter to prove that the new line at the airport has made a substantial difference in I & I getting into the lagoons. Mayor Bateman reported that Brian Kirkland will be out a $1,000 deductible from the sewer backup into his basement. This problem is not the Kirkland’s fault and Mayor Bateman said that the city will pay the deductible if need be. Clerk Schmidt will phone ICRMP and discuss the claim with them and find out what the status is. 

Recycling: Dave Kuther discussed with maintenance the hauling of recycle bins to Lewis & Clark.

Water: City Hall received several calls from residents in the community that they had little or no water pressure. Maintenance Cardwell found that the wells were not communicating with each other and stopped pumping therefore the tower drained down causing a loss in pressure. Cardwell got things back online, pumping and filling the tank. 

Streets: Cardwell talked to the council about purchasing a slide in sander. Cardwell will get prices and get back to the council. Discussion followed regarding the status of the city streets over the winter. Seems that streets held up well and the areas in need of attention were discussed. Cm. Elven inquired about how much snow removal has cost the city and if there is any way to track snow expenses. Looking at street maintenance costs it is evident that half of the maintenance budget has been used up already due to the snow plowing and removal this winter. Cardwell commented that next year he plans to heat tape the gutters at the library so that the roof will melt and run off as it should. 

Parks: Christmas lights are coming down as weather and time allows. Cardwell informed the council that the school is organizing a project team to build a splash pad next to the pool.  What a great asset to the pool facility. They are working on a grant and anyone interested is invited to attend. Cardwell will speak with the Prairie Day Association about purchasing a tent for Prairie Day. 

Personnel: The council discussed employment need and working issues regarding maintenance. 

            B.  Clerk: 

Budget Hearing: Time to schedule this year’s budget hearing. Last year the hearing was set a week previous to Labor Day and worked well with filing requirements and a long holiday weekend.  The hearing will be scheduled for August 28, 2017 at 5:30PM. 

            C.  Fire Department:

Mayor Bateman reported that Senator Dan Johnson is looking for money like Gem community monies to help fund the new station. Kelly Dahlquist will call to follow up.  Bateman heard that it could be up to $40,000 with a possibility of another $50,000 for a total of $90,000.00. Chief Kuther added that the Fire Man’s ball is set for March 11, 2017 and gave specifics on the plans.

Sheriff Jason Davis:  Sheriff Davis stopped in to talk with the council after a few months on the job. He was happy to report that the office is fully staffed but they have lost few on search and rescue. He said that there will be a lot of focus on narcotics this term; they will be doing the best they can for the city and his door is always open to the council. 

Correspondence from Dan Johnson: Johnson wrote the council regarding the fees the city charges on a City Liquor License asking for a review of the fees charged. No action was taken following discussion. 

Attorney Herrington Contract: Cm. Jenson moved to sign the annual contract as presented, motion was seconded by Cm. Elven, motion carried.
