CITY OF NEZPERCE, IDAHO
REGULAR MEETING
June 14, 2016 

MINUTES OF THE REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON June 14, 2016  

PLACE:  Nezperce City Hall, 502 5th Ave. 

I.  THE MEETING WAS CALLED TO ORDER BY MAYOR BATEMAN AT 5:30 P.M.  

II. Pledge of Allegiance:  The pledge was led by Mayor Steve Bateman. 

III. PRESENT were Mayor Steve Bateman, Councilmen James Zenner, Mike Jensen and Tyler Nelson, Fire Chief Dave Kuther, Maintenance Supervisor Craig Cardwell and Clerk Rhonda Schmidt.  Absent was Cm. Elven.  Guests included residents Darlene Thompson, Rosalea Figgins and Dan Roberts.

 

 IV. AMENDMENT TO AGENDA:  

V.  MINUTES of the previous meetings of 05/10/16 were approved as emailed upon a motion by Cm. Zenner, motion was seconded by Cm. Jensen, motion carried. 

VI.  TREASURER’S REPORT AND MONTHLY BILLS:

The Clerk’s Monthly Treasurer’s Report dated June 14, 2016 was examined and approved, showing the following:           

Funds on Hand                     $288,808.08                                                                                   

All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. Zenner and seconded by Cm. Nelson in the total of $43,576.05 check numbers 12882 through 12931. Receipts since the last meeting were shown as $42,657.31. The checks and stub approvals were signed appropriately by all parties as well as the Payment Approval Reports for June.

VII. BUSINESS TO BE CONDUCTED

A.              Squirrels: Darlene Thompson asked the council to do something about the squirrel problem. Several ideas were discussed.  Mayor Bateman assured Darlene that the city will do something because they are causing damage to property. 

B.              Fire Station Update: The recent meeting to kick-off the project has been held and several details are in the works. The environmental study is approximately 6 weeks off, core sampling will be scheduled upon signing the contract with All West. USDA funding assistance paperwork is being completed and the architect contract is on the table for approval. Following discussion Cm. Nelson moved to sign the architect contract as presented by Longwell Trapp, Cm. Jensen seconded the motion, motion carried. The All West contract was discussed, Cm. Jensen moved to approve, seconded by Cm. Nelson, motion carried.  

Fair Housing Resolution R2016-6: Acceptance and publication of a Fair Housing Resolution is required by the block grant, Mayor Bateman called for a Motion to Suspend the Rules:  Cm. Jensen made a motion, seconded by Cm. Nelson; to suspend the rules, with the following roll call vote:

Councilman Elven                              Absent,
Councilman Nelson                            Aye. 

Upon a motion by Cm. Jensen, seconded by Cm. Nelson to adopt Resolution R2016-6 as presented with the following roll call vote: 

Councilman Jensen                            Aye,
Councilman Zenner                            Aye,
Councilman Elven                              Absent,
Councilman Nelson                            Aye. 

Excessive Force Policy Resolution R2016-7: Acceptance and publication of the Excessive Force Policy Resolution is required by the block grant. Upon a motion by Cm. Jensen, seconded by Cm. Nelson to adopt Resolution R2016-7 as presented with the following roll call vote:

Councilman Zenner                            Aye,
Councilman Elven                              Absent,
Councilman Nelson                            Aye. 

Letters: Voluntary Offer Notice Letters for property owners affirming the City’s interest in purchasing the property for the new EMS building. Mayor Bateman asked for a motion to sign the Florek letter. Cm. Jensen moved to sign the offer of $32,000.00, Cm. Nelson seconded the motion, motion carried with Cm. Zenner voting nay. Mayor Bateman asked for a motion to sign the Perrine letter not to exceed $35,000.00. Cm. Nelson moved to sign the offer of $32,000, Cm. Zenner seconded the motion, motion carried with Cm. Zenner voting nay. 

Transportation Plan Contract: Board Members appointed to the planning committee are Cm. Nelson, & Elven with Mayor Bateman, Maintenances Cardwell and Clerk Schmidt. Cm. Nelson is not available on Mondays. 

Access Idaho: The Access Idaho Contract was reviewed by attorney Will Herrington and now presented to the council for review and approval. Cm. Zenner moved to approve and sign the contract with Cm. Jensen seconding the motion, motion carried.

RV Upgrade- project status: The council discussed all the good compliments that we have heard regarding the RV Park. There are barbecue grills and two doggy stations on order. The remaining reimbursements will go in tomorrow. The conversation moved on to soundproofing along the fence of the airport.  

Affirm Bond Election Results: The certified election results were provided by the Lewis County Auditor. Cm. Zenner moved to affirm the counties results, motion was seconded by Cm. Jensen, motion carried. 

Annual Consumer Confidence Report: The annual water report was completed, published and posted on the website as well as the bulletin board outside city hall.                                   

VIII.    DEPARTMENTAL REPORTS

            A.        Maintenance

Sewer: Maintenance Cardwell reported that we are not discharging this month. The Droz sewer line was taped and need we should decide the next steps to resolve the sewer issues but for now will plug the line to prevent a backup. Sewer line replacement for Owens on Pine needs completed. Karl Crea will be freed up to to work on the line replacement at the airport after July; estimating that the airport will be closed for 6 weeks. 

Water: Maintenance plans to do some meter work after Prairie Day. They repaired a control valve and preparing to run a new line to Nezperce AG. Dug up and shut off a dead end line that was leaking. 

Streets: Graded and prepared for dust oil by the end of the month. Need to check with Joe Forsmann about seal coating this summer. Mayor Bateman asked Cardwell to contact Bob Schmacher at ITD about their low plan fix. 

Levee: Plans need to be drawn to repair the levee in two places. Mayor Bateman suggested that Craig speak with John Watson. Cardwell will report back to the next meeting. 

Animal Control: Seems that we have had a horse residing in a carport. Clerk will send a copy of the ordinance.

Backhoe: After much discussion regarding bids to buy a new backhoe and the sale of the current back hoe to a local agency. Cm. Nelson moved to accept the bid from Rowan and purchase 3 attachments, Cm. Jensen seconded the motion, motion carried with Cm. Zenner voting nay. 

Mowing: We are mowing the mayor’s grass for a while because of his recent surgery. 

            B.        Clerk:

ICCTFOA Conference: This year’s conference is in Idaho Falls and the tickets to fly are approximately $500.00. To drive it would almost cost as much so the council agreed for Schmidt to fly. 

Housing forum: Clerk Schmidt will be attending the housing forum in Kooskia next week. 

An Ida-Lew work plan meeting is here in the office next week.

            C.        Fire Department:

Training: There was a training last weekend in North Idaho and one this weekend at the end of Syron Road. They will be learning the proper techniques for rope rescue. Discussed ensued regarding exercising water system valves before exercising water hydrants in town. Need a new hydrant installed on Willow and another in the area of 2nd and Beech.                                               

IX.       COUNCIL COMMENT

Jensen asked the council about a memorial donation in Memory of Cathe Bateman. Cm. Zenner moved to donate $1,000 to the Nezperce Ambulance, Cm. Nelson seconded the motion, motion carried            

X.        PUBLIC COMMENT                      

Rosalea Figgins commented to the Mayor on a nicely run meeting and stated that they are very happy here. Mayor added that we liked having company and they are welcome anytime. 

XI.       ADJOURNMENT

Prairie Day – July 9, 2016

The next city council meeting will be on Tuesday, July 12, 2016 at 5:30 PM at City Hall

 Nezperce seems very strict when it comes to the community attendence. The open issues of attendees is very good in some aspects and shameful as well for those whom are missing out most of the meetings and aren't able to participate that much. I have planning on approaching a similar tactic for my cheap essay help uk service and will see how much change will it makes.
