REGULAR MEETING
April 3, 2012
MINUTES OF THE REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON April 3, 2012.
PLACE: Nezperce City Hall, 502 5th Ave.
THE MEETING WAS CALLED TO ORDER BY MAYOR STEVE BATEMAN AT 7:00 P.M.
Pledge of Allegiance: The pledge was led by Mayor Bateman.
PRESENT were Mayor Steve Bateman, Councilmen Robert Harris, William Harris, William Burton, James Zenner, Maintenance Supervisor Craig Cardwell and Clerk Rhonda Schmidt. Guests to the meeting included: Resident Jamie Johnson; Sheriff Candidate Joe Newman from Kamiah. Sheriff Brokop and Deputy Prosecutor Zach Pall entered the meeting at 7:50PM.
REGULAR MEETING:
MINUTES of the previous meeting minutes were approved as emailed upon a motion by Cm. W. Harris and seconded by Cm. Burton, motion carried.
TREASURER’S REPORT AND MONTHLY BILLS:
The Clerk’s Monthly Treasurer’s Report date April 3, 2012 was examined and approved, showing the following:
Total Funds on Hand $260,547.87 (Approximate as no pool information received)
All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. Zenner and seconded by Cm. W. Harris in the total of $52,653.01 check numbers 10464 through 10512. Receipts since the last meeting were shown as $24,163.86. The checks and stub approvals were signed appropriately by all parties as well as the Payment Approval Report for April.
BUSINESS TO BE CONDUCTED
Sheriff Candidate Joe Newman: Newman is a Republican candidate running for Lewis County Sheriff. He has been the Kamiah Marshall for the last 7 years and has 25 years in law enforcement. His campaign is based on 5 simple principals: leadership; experience; wisdom, integrity and service. He explained that he knows the difficulties of working with a tight budget, having to stretch every dollar and the need for financial assistance through grants. He feels that he can bring leadership back to the department which he feels has been lacking over the last 2 terms. The council asked him questions about working with the LC department, Tribal Police and upholding city ordinances.
Gravel Purchase – report on progress: The gravel has been delivered and of great quality. In the bills tonight was an invoice to PHD for the delivery of gravel purchased two years ago for $2,170.00 and an invoice from Highland Enterprises for $8,154.00 which pays for the new gravel and delivery to town.
Dog Ordinance / Nuisance Ordinance– review new information: Clerk will discuss with Attorney Johnson the best way to include the statute information in our ordinance and set misdemeanor fines.
Maintenance Report
Sewer: What seems to be a faulty sensor in pump 2 at the lift station is the current diagnosis from LiveWire. Maintenance Cardwell will be making a call to engineer Amy Uptmor and get her suggestions for fixing the sensor and broken shackle on that pump. The chlorine pump is not working correctly so will take apart and clean pieces to see if it is crusty chlorine causing the problem. Discharging continues with the high water runoff.
Water: The roof needs repaired at the well house in the alley. Sensus training was completed last week. We will be able to hand read the meters and upload the information to an excel file beings that we do not have the interface Caselle module. There will be an extra step to water billing but really no different from our current process.
Streets: Maintenance will be cold patching streets as the weather gets better. Cardwell will be attending a few classes this month to finish up the Road Scholar program. Discussion on the installation of a culvert at 2nd and Pine was discussed there is just a lot of water not flowing down the ditch instead it is running into a lawn. Cardwell was approached by a contractor about raising the grade in the alley behind Bell Equipment so Cardwell will discuss the options with Brian Webster as Bell Equipment continues to make improvements to their property.
Parks: Time again to get the mowers serviced for the season. The broken planter at the library was rebuilt this last weekend.
RV & Parks: The weather has again held off the clean-up of town. As soon as the weather cooperates Cardwell will schedule for a work crew from NICI and spring clean town.
Airport: Clerk will bill for annual rent including $500.00 for runway lights. The wheel on the gate (that holds the gate off the ground) is worn and needs replaced.
Recycle Trailer: Cardwell spoke with Lewis & Clark Recycling about the trailer we are building and they suggested that we go with individual bins that can be lifted off the trailer to be weighed and dumped. Cardwell found a company to build the bins and got a $6500.00 bid which is way more than we want to pay so he is looking at getting another bid or two. The council likes the idea of the individual bins. Cm. W. Harris moved that we proceed with the project with the best bid we receive, the motion was seconded by Cm. Burton and the motion passed.
Clerk’s Report
Conference Highlights: Clerk Schmidt gave the council the highlights from the Mountain States Institute Conference she attended. She was very thankful for the time away to attend the conference and found it very worthwhile.
Chamber Meeting: Clerk Schmidt and Cm. W. Harris attended a Joint Chamber Meeting in Grangeville. Nezperce has no chamber currently but there has been interest in the reorganization of a Chamber in town so Harris and Schmidt attended this meeting to gather ideas on what more can be done to advertise our businesses and events throughout the year. They found this meeting to be very worthwhile. Nezperce has very busy civic groups that work hard for our community and do not feel the need for putting more pressure on busy volunteers who are already donating time to making things happen for the community.
Caselle Software Proposal: Clerk Schmidt report on the last conversations that she had with Caselle representatives as they are working with us and will continue to do so. She has scheduled a demo of the latest software to get an idea of what it looks like. The city has already invested thousands of dollars in this software and will be required to pay for tech support as of January 1, 2013. The other alternative is to look into other software and start over.
Grant Workshop: Mayor Bateman, Cm. W. Harris and Clerk Schmidt attended this workshop in Moscow and received more information on what grants and services are available when planning a project.
Arbor Day 2012 – May 17, 2012: Arbor Day this year will begin at 9:30AM with a free tree give away. There are approximately 40 trees of different varieties that need a good home. In addition to the free trees the council was approached about permanent signage memorializing the Arbor Day project last year. This sign would include the names of those that assisted with the project, volunteered on the project and donated to the project. Cm. W. Harris moved to proceed with signage using the remaining dollars from that project, motion was seconded by R. Harris, motion passed.
Goffinet & Clack Contract – Review and Approve: Following discussion, Cm. R. Harris moved to approve and sign the audit contract, Cm. Zenner seconded the motion, motion carried.
Ordinance Correction – Street Naming Ordinance: Cm. R. Harris moved to suspend the rules and the second and third reading of resolution; Cm. Zenner seconded the motion with the following roll call vote:

Upon a motion by Cm. R. Harris, seconded by Cm. Zenner to approve Ordinance 2012-4 with the following roll call vote:

Roadside Cleanup – Set date for cleanup: The council agree to make time next week for roadside cleanup. This will be scheduled around the weather.
Zach Pall new prosecutor for Lewis County: Pall met with the council to formally introduce himself. He is very excited about the opportunity to work at Lewis County and will do his best for the city.
Sheriff: Brokop briefly informed the council on the latest at the office he will be back to campaign on another night.

RIOP Meeting – Grangeville, March 21, 3PM;
Farm Safety Day June 2, 1012 – Donation to program; following discussion Cm. Zenner moved to donate $100.00 toward Farm Safety Day, motion was seconded by Cm. W. Harris, motion carried.

The next city council meeting will be on Tuesday, May 8, 2012 at 7PM at City Hall.
There being no further business, the meeting was adjourned at 9:20 PM, until the next regular or special meeting, which may be called.
