SPECIAL MEETING
April 26, 2010
 
MINUTES OF THE SPECIAL MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON April 26, 2010.
 
PLACE: City Hall, 502 5th Ave.
 
THE MEETING WAS CALLED TO ORDER BY MAYOR STEVE BATEMAN AT 8:01 A.M.
 
Pledge of Allegiance: The pledge was lead by Cm. R. Harris.
 
PRESENTwere Mayor Steve Bateman, Councilmen Robert Harris, William Burton, James Zenner, Maintenance Supervisor Craig Cardwell, and Clerk Rhonda Schmidt (who entered the meeting at 8:15A.M.).

 
SPECIAL MEETING:

1) BUSINESS TO BE CONDUCTED:
 
Review and Approve K & L Gates Bond Documents: The council reviewed the bond ordinance and associated documents presented by K & L Gates. Discussion followed the document review. 
 
Bond Ordinance 2010-2: Cm. Zenner made a motion, seconded by Cm. Burton; to Suspend the Rules, with the following roll call vote:

Councilman Burton                             Aye,
Councilman W. Harris                        Absent.
 
 
Upon a motion by Cm. Zenner, seconded by Cm. Burton to adopt BondOrdinance 2010-2 with the following roll call vote:
 
Councilman Zenner                             Aye,
Councilman R. Harris                         Aye,
Councilman Burton                             Aye,
Councilman W. Harris                        Absent.
           
The signing of the bond documents and certificates followed the vote.
 
Arbor Day: Arbor Day is this Friday, April 30, 2010 beginning at 9A.M. The public is invited to help plant trees at different locations within the city. The annual barbecue will take place at noon at Memorial Park when the city will receive a Tree City USA award. If needed additional plantings will take place following lunch.
 
Other: 
Cell Tower: Maintenance Cardwell informed the council that the cell tower has not been completed yet. Cardwell spoke with an Inland Cellular representative that informed him that Inland is upgrading their system to a new “switch” and the Nezperce tower is part of the upgrade. They anticipate that the project should be completed by the first part of June.
 
Planters & Benches: Cardwell will be ordering the brick for the new downtown planters and is expecting delivery by the end of this week. The bench and table order will be finalized and ordered within the week, delivery is 4 weeks out.
 
Community Yard Sale: There are several sales and fundraisers signed up for the community yard sale date of May 8, 2010.
 
Water Reuse Conference – May 19 & 20, 2010 at Boise: Attending the conference will be Cm. W. Harris, Maintenance Craig Cardwell and Clerk Rhonda Schmidt.
 
NEXT MEETING:
The next city council meeting will be on Tuesday, May 11, 2010 beginning at 7P.M. (this meeting was moved to Wednesday, May 5 at 7AM, because the clerk has received a jury summons for the 10th and with her luck she will be sitting on a jury by May 11th).
 
There being no further business, the meeting was adjourned at 9:00 P.M., until the next regular or special meeting, which may be called.
