April 6, 2010
MINUTES OF THE REGULAR MEETING OF THE NEZPERCE CITY COUNCIL OF THE CITY OF NEZPERCE, IDAHO, HELD ON April 6, 2010.
PLACE: City Hall, 502 5th Ave.
THE MEETING WAS CALLED TO ORDER BY MAYOR STEVE BATEMAN AT 6:40 P.M.
Pledge of Allegiance: The pledge was lead by Mayor Bateman.
PRESENTwere Mayor Steve Bateman (entered the meeting at 6:40PM), Councilmen Robert Harris, William Burton, William Harris, James Zenner, Maintenance Supervisor Craig Cardwell, and Clerk Rhonda Schmidt.
REGULAR MEETING:
MINUTES of the previous meeting minutes were approved as emailed upon a motion by Cm. W. Harris, and seconded by Cm. R. Harris, motion carried.
TREASURER’S REPORT AND MONTHLY BILLS:
The Clerk’s Monthly Treasurer’s Report date April 6, 2010 was examined and approved, showing the following:
Total Funds on Hand $216,185.62
All bills and payroll disbursements were examined and approved for payment upon a motion by Cm. W. Harris and seconded by Cm. Zenner, in the total of $55,567.34 check numbers 9355 through 9405. Receipts since the last meeting were shown as $37,725.57. The checks and stub approvals were signed appropriately by all parties as well as the Payment Approval Report for April.
BUSINESS TO BE CONDUCTED
Sewer Issue: Resident Malinda Oliver approached the council about the sewer bill she is receiving at 501 Beech Street (formerly her father Bill Banfield’s property). She informed the council that she doesn’t want the sewer hookup instead she would like to have a water hook-up. The council decided that they would charge her a minimum fee to cap off the sewer and that she will pay the water hook-up fee of $1,500.00. She agreed to the council’s conditions and will discuss the installation of water with Maintenance Cardwell and a payment plan for the fee.
FYE 2009 Audit: Auditor Steve Clack presented the completed audit to the council for review. He explained that this is by far the best audit the city has had in his decades as auditor. The only recommendation he had this year is that the city adopt a capitalization policy for its capital assets. Cm. Burton moved to approve and accept the audit as presented, motion was seconded by Cm. W. Harris, motion carried.
Maintenance Report:
Streets: Maintenance Cardwell reported that he has been grading alleys as the weather permits. He will fill potholes when the weather is better. Discussion followed regarding ways to fix the alley between Oak and Pine behind the bank.
Sewer: Engineer Amy Uptmor is working to finalize the lagoon upgrade project plus working on the new O&M Manuals. The mayor prioritized the installation of small manholes throughout town. Cardwell reported that Gary Blakeman talked to him about his outside sump. The council decided that the city would perform the work and St. John’s would be billed for that work.
Parks & Rec.: Lawnmowers are serviced and ready for the upcoming season.
Water: Cardwell found a couple of water leaks when he started reading meters on the east side of town. One leak at the Lutheran Church was quite the mess but Cardwell got it repaired. Cardwell will order meter boxes to replace several in bad shape.
Airport: Cardwell has a call into Carpenter Fence but has not heard back from them. He anticipates that they will be here to start installing the fence at the airport within the month.
Sidewalks: The city has received 3 checks from businesses reimbursing the city for their new sidewalks. Checks received were from: Mike Wasko, Bill Baldus and Midway Foods. Gary Blakeman informed the mayor that he still doesn’t believe that he received a new sidewalk in front of the old Miller building. Cm. W. Harris added that the city has film proof of the sidewalk removal and installation in the file if we need proof.
Library: As weather permits the protective ballards at the library needs to be installed to protect the propane tank and water hydrant on the south side of the building. The building inspector provided drawings for the installation of the ballards.
Upcoming meetings:
LCEP Meeting: Dave Hasz wants city representation at the EMS meeting at Kamiah on the 14th of April. On the 16th there is a workshop meeting for city officials and planning and zoning. Hasz wants Cardwell and Schmidt to attend.
Cell Tower Update: Inland Cellular poured the footings for a building at the water tower last week. They thought that the cell tower should be up and going within 2 weeks of March 29th.
Airport – fencing grant & land swap with Doggett: Fencing, Carpenter fence will be here any day to put up the fence. Burton has not measured the long side of the building our half of our alley way, the other half they are already on. Talk with bill about what is going to happen.
Arbor Day: – Congratulations Nezperce will receive an Arbor Day Grant this year: Lunch at noon. Craig described the planned events. Steve will talk to Shari. Clark Christiansen called to ask.
Community Center Rentals: Following a lengthy discussion it was agreed to continue collecting a deposit from all organizations renting the facility. Local non-profit groups such as the Garden Club or 4-H groups will not be charged a rental fee for their regular meetings, but any rental where a fee is charged for trainings or party is hosted will be charged the rental fee. Scheduled meetings for local organizations can be bounced if a rental with a fee wants the same date.
Delinquent Utility Accounts: The clerk will contact a collection agency and find out more information on using their services. Cm. W. Harris moved to contact a collection agency regarding collecting delinquent accounts; motion was seconded by Cm. R. Harris, motion carried.

Community Yard Sale – May 8, 2010
Service League – Reader Board: The council discussed the idea of the reader board in the city park and suggested putting it in the yard on the corner of Oak & 4th. Mayor and clerk will discuss the idea with Kaci Ralstin and report back.
Water Reuse Conference – Boise -May 19 & 20, 2010: If any council members are interest in attending need to contact Clerk Schmidt so she can finalize reservations.
Idaho Airport Managers Association Conference – McCall- May 24th and 25th: Attending will be Mayor Bateman and Clerk Schmidt.
NEXT MEETING:
The next city council meeting was rescheduled for May 11th at 7PM due to conflicting schedules.
There being no further business, the meeting was adjourned at 9:00 P.M., until the next regular or special meeting, which may be called.
